I've found the problem. I have poor eyesight, and have my minimum font size is set to 15 points. However, the font for monospace for the latin character set was set to "Default (DejaVu Sans Mono)" 12 point. Upon changing this to 15 point to match my minimum font size, the text wraps at 72 characters as it should. It seems that the font scaling doesn't correctly handle differences between the chosen font and minimum font size.
