I can confirm this exact same behavior. It occurred on my H600, in both Ubuntu 18.10 and 19.04. Makes for very strange volume effects, especially to those who don't know to investigate with pavucontrol and alsamixer.

I can see the volume rise quickly as the volume is raised past 50% in the Sound preferences screen. This occurs at least for the Logitech H600 USB device: Bus 001 Device 011: ID 046d:0a29 Logitech, Inc. H600 [Wireless Headset] The other audio devices behave "correctly" where 0% is silent and 100% is maximum volume. This confused me because the volume was set to 50% (I'll frequently reset headset volume to 30-50% to protect my ears) and thought audio was broken at first because I wasn't getting any sound at all.
