shift_caps_switch doesn't work in Ubuntu 18.04

Bug description:
setxkbmap -layout us,ru -option grp:shift_caps_switch #nor CapsLock,
neither Shift+CapsLock does nothing
I've tried to set it via Gnome Tweak Tools and DConf editor - it doesn't work
as well.
While only one cups switch works
