Confirming as this is an issue in Firefox 67. A trivial bug but possibly
done intentionally as both Ctrl++ and Ctrl+- are easily remembered
keyboard shortcuts for zooming in and out.

  Ideally the hotkeys should match the description!  If it's to help new
  users who don't know about the Shift key, ideally support both Ctrl++
  and Ctrl+= to Zoom In.
