Referencing an issue with linux's ecn setting:

default setting:
"net.ipv4.tcp_ecn=2"

changing it to:
"net.ipv4.tcp_ecn=0"

Bug description:
  The Wifi network can't connect after the wake up from suspend. Xubuntu
  15.04
