  Location services option should be off by default

Status in gnome-initial-setup package in Ubuntu:

Status in gnome-initial-setup source package in Disco:
  New

Bug description:
  During first run of g-i-s in Disco the Privacy screen has an option
  for enabling/disabling Location Services.  From review with the legal
  team, this should be off by default but it is currently on by default.
