It is not a duplicate, because this problem is specific in the Ubuntu
settings and not in Ubuntu Software.
Just when we click on "Open in Software" and it opens Ubuntu Software,
but no program opens.
They are different but related applications.

configurações do Ubuntu e não no Ubuntu Software.
Apenas quando clicamos no "Open in Software" e que se abre o Ubuntu
Software, mas nenhum programa abre.

No application next door opens in gnome-control-center by clicking
"Open in Software" on Ubuntu Disk 19.04.
The only thing that appears is the screen of Ubuntu Frozen Software,
