a know issue in 18.10 which is resolved 3.30.2 (which isn't in Ubuntu
yet)

Adding keyboard layout broken without logout

Bug description:
On my system, the default keyboard layout is English (Colemak). I have
English (US) as a secondary keyboard layout.
I attempted to add Russian, which worked. However, when I switched to
it using Super+Space, input was really done in Qwerty. Both Russian
and English (US) were effectively qwerty options until I logged out
and back in.
