Public bug reported:

New installation of Ubuntu 18.10, very few customisations made and I
find that the right-click menu on window title bars fails to appear.
Context menus do appear on application windows soI know that the mouse
is working correctly.

I previously saw this with GNOME Shell 3.29 and reported it in the
Ubuntu forums: https://ubuntuforums.org/showthread.php?t=2398652 but no-
one else saw the issue so I went back to using 18.04 where this
functionality works as expected.

The problem seems to be my dual monitor set-up.

I have a laptop with an external monitor set to act as the primary
monitor. In that configuration the context menu fails to appear. If I
set the monitors to "Mirror" then the context menu appears. When
"Single" display is selected context menus also appear.

Conclusion: Window titlebar context menus fail to appear in "Join
displays" dual monitor mode
