We won't need a MIR because libblockdev already has multiple components
in universe. [1] We'll just need to update the exclude list in the
ubuntu seed. [2]

We just did the update in Debian and haven't build the new vdo [3] and
nvdimm plugins yet.

Status in libblockdev package in Ubuntu:

Bug description:
  The version >= 2.17 require ndctl which is in Debian NEW for a while,
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=829257

  It's not likely that we update for cosmic at this point since we would
  need the new library, a MIR and then a libblockdev update
