Up and Down Arrows work as home and end buttons

Bug description:
Since a recent Firefox update, the keyboard up and down arrows have
stopped working in the usual way.
Desired behavior: Up and Down arrow keys should move the vertical
elevator up and down in small increments.
They currently cause the vertical elevator to jump all the way to the
top or bottom of a page.
