Clicking on Nautilus icon while transfer in progress starts new window

Bug description:
It used to be that during a file operation (move/copy) while the
system focus is on a window (Firefox in this example) clicking on the
Nautilus icon in Unity would bring the Nautilus operation in the
front, but not anymore with Files 3.5.4. It just start a new
Nautilus/Files window which must be a bug.
