Title:
  Failed to detect non-ascii encoding in "Extract here" of zip

Status in file-roller package in Ubuntu:
  Incomplete

Bug description:
  I'm glad to see that open a zip file and extract, file-roller could
  detect Chinese filename encoding without problem. But using right-
  click menu "Extract here", filename encoding are wrong. I guess these
  two ways should share same code.
