Download-complete animated image stays on screen after showing

Bug description:
When I download something in Firefox and it completes, the blue arrow
animated image shows and stays over the toolbar indefinitely. As
other things change (causing parts to rerender) in the affected area,
that portion of the image goes away.
This occurred in FF 47 and now 48 too.
