170x43 terminal with same font starts in normal window. Terminal of size
170x44 is maximized.

Bug description:
  I'm using Ubuntu Mono Regular 15pt with 170x45 terminal size which
  fits in 1920x1080 display. I expect normal state window when starting
  Terminal. Instead, Terminal starts maximized.
