ExecStop in /lib/systemd/system/transmission-daemon.service is:
ExecStop=/bin/kill -s STOP $MAINPID
when it should be:
ExecStop=/bin/kill -s TERM $MAINPID
since SIGSTOP will just suspend the daemon until it received a SIGCONT.
