Thanks for reporting. Looking at the publishing history for this package (https://launchpad.net/ubuntu/+source/nautilus- actions/+publishinghistory), it looks like it was removed from Debian and in turn Ubuntu. The Debian bug report (https://bugs.debian.org/cgi- bin/bugreport.cgi?bug=876271) mention that it has been replaced by filemanager-actions, though I don't know if that has been packaged yet.
