Bug description:
Test Case
=========
1. Install the Firefox snap.
2. Install gnome-initial-setup.
3. Log out then log back in.
4. The Ubuntu Welcome wizard runs. The Get More Apps page shows that
Firefox is installed but says I can use Software to install Firefox.
(Yes, I know. I already did that! :) )

I did switch Firefox to the edge channel but I don't think that matters for
this issue.
