  Non-executable files with common executable extensions (.bin, .sh)
  should be easier for users to run

Bug description:
  I'll present the following case:

  An inexperienced user downloads a program, for example,
  GoogleEarthLinux.bin. He expects it to be executed when doing double
  click on it, but the program's permissions don't allow it to be
  executed by default, and File Roller is opened instead. The user is
  confused, and doesn't know why it isn't working.

  I think the system should warn the user when he is trying to execute a
  program (eg: file ending with .bin, .sh...) with no execution
  permissions, and show a dialog allowing him to make it executable.
