Thanks for your report! The original strings are normally American English. Other flavors of English are handled as translations. If your selected language is British English, and the British English translation for a string is missing, it falls back to the original string.
So I don't think this is a bug. Ideally all translations would be complete always, but that will never happen. You may want to nudge the English UK translators team about it (<https://launchpad.net/~ubuntu- l10n-en-gb>), but I suppose it would be hard for them to act on your general observation.
