This issue is still present on 18.04, but it proved to be Wayland
specific. The gnome-language-selector UI works as expected if I log in
to Ubuntu with Xorg. The fact that Xorg will be default in 18.04 reduces
the urgency of this bug.

Title:
  Drag language items fails on 17.10

Status in language-selector package in Ubuntu:
  New

Bug description:
  On 17.10 I can't drag a language item upwards to make it the current
  display language. The UI works partially, i.e. I can drag the top item
  downwards, and I can also drag the "English" item downwards, so if you
  are patient enough it's possible to work around the problem.

  This issue is present with GNOME shell. If I install unity-session and
  switch to Unity, the language-selector-gnome UI works as usual.
