I find this especially annoying when I want to view documents in full-screen mode on a small laptop display. There are quite a few questions regarding this on AskUbuntu: http://askubuntu.com/q/430822/185188 http://askubuntu.com/q/587095/185188 http://askubuntu.com/q/657226/185188 There is also a 4-year-old feature request for a keyboard shortcut to disable the toolbar here, although at the time the request was made it seems there was still a menu option that did this: https://bugs.launchpad.net/ubuntu/+source/evince/+bug/780491 I'm using evince 3.16.1 on Ubuntu 15.10.
