Seems to work for me: Alt+Shift+Tab to switch to the previous app. Alt+Shift+` to switch to the previous window.
Gnome Shell is different to Unity in that you need to use ` instead of Tab to switch windows of an app. But in both cases using Shift to switch to the previous one seems to work fine... What keyboard layout are you using?
