I am trying to install flashplugin-installer amd64
27.0.0.170ubuntu0.17.04.1
When I try: sudo apt install --reinstall flashplugin-installer
I always receive this message:

couldn't be accessed by user '_apt'. - pkgAcquire::Run (13: Permiso denegado)

Then Flash is not working in my browser(s)
