I've extracted these, resized them to max 4k, exported as PNG and then
run them through a PNGcrush.  However, the resulting files were bigger
than the original JPGs - so I don't think there is much optimisation to
be done here.

A few of the files are bigger than 4k, but I think that's OK.

Bug description:
  The community wallpapers (attached) have been collated by Nathan from
  the entries on Flickr.

  Nathan is asking for our help to package these for 17.10:

  Nathan Haines:  I have a tab-delimited list of the winners (the URLs
  shouldn't be needed for packaging), and the wallpapers.  They need
  resized and optimized to reasonable file sizes and then all the
  package stuff needs done.
