This will only happen when the Bluetooth setting window in System
Settings was opened.

Steps:
1. Open System Settings, click on the Bluetooth applet
2. Turn BT off from indicator menu.

>From the Bluetooth setting, you will see the BT was disabled, but the
switch still shows "On"
