It's difficult to explain precisely what the problem is, but it causes weird quirks like for negative numbers, the - appears on the wrong side of the number (in LTR, it's normally before the number e.g. -127 but with RTL UI, even in an LTR cell the number appears as 127-. The same problem appears in cells formatted to show date time, e.g. D/MM/YYYY hh:nn. See the attached spreadsheet in LibreOffice when a RTL UI Language in use. I would expect cells A3 and B3 to appear as shown in the screenshot embedded into the sheet.
