some legacy apps don't scale on resize unity8 zesty

Bug description:
clean zesty install, unity8 deb based session
to repro,
install libertine-manager-app via terminal, reboot
push on left edge to reveal app drawer
search for "Text editor" which is gedit
launch gedit
resize the window after launch
note: chrome snap didn;t seem to have this problem, so it's only some
apps it seems
