Peter, did you manage to find a resolution.  I have a Canon LiDE 35
scanner here that I'm currently struggling with in a similar fashion.
For what it's worth, it seems to work somehow from a xenial live CD.
Can you verify?

Title:
  simple-scan does not recognize canon LiDE30 scanner

Status in sane-backends package in Ubuntu:
  Confirmed

Bug description:
  Mint 16 *and* Mint 17
  Plug in USB scanner, start simple scan. It shows a spinner but never connects 
and scans.
  Strangely, the scanner is shown properly in the preferences!
      Canon CanoScan N1240U/LiDE30
  The scanner makes some noises but does not scan.

  This used to work under Mint16 until some upgrade pooched it.
