The developer must be able to understand the language used in the bug
report. English is a reasonable choice for a common language.

While you don't have to be an expert exactly to use Launchpad, the
better you're able to communicate exactly what doesn't work in a way
that the developer can reproduce and understand, the more effective
you're be.

Anyway, this is not a gnome-settings-daemon bug so I'm closing this bug
report.

  launchpad is inappropriate!

Status in gnome-settings-daemon package in Ubuntu:
  Invalid

Bug description:
  I tried to find out whether the bug I would like to report is already
  known. On that occasion I realised that lauchpad is a reporting tool
  to communicate from expert to expert. However, what is needed, is a
  tool where an *ordinary user* can report a problem to the developers /
  experts.

  Moreover launchpad expects me to know the English names of things. For
  example I observed a problem in (German) Steuerzentrale / Geräte /
  Tastatur, Tastaturbelegung, Belegungswechsel. If I have installed an
  Ubuntu in German, French, ..., how can I know the English names of
  these concepts?
