The developer must be able to understand the language used in the bug report. English is a reasonable choice for a common language.
While you don't have to be an expert exactly to use Launchpad, the better you're able to communicate exactly what doesn't work in a way that the developer can reproduce and understand, the more effective you're be. On that occasion I realised that lauchpad is a reporting tool to communicate from expert to expert. However, what is needed, is a tool where an *ordinary user* can report a problem to the developers / experts. Moreover launchpad expects me to know the English names of things. For example I observed a problem in (German) Steuerzentrale / Geräte / Tastatur, Tastaturbelegung, Belegungswechsel. If I have installed an Ubuntu in German, French, ..., how can I know the English names of these concepts?
