This behavior happens with me all the time, if I drag a window to the bottom right corner of the screen and try to open a new file, instead of a new tab on the current window I get a new window.

Best would be to be able to configure this in the preferences Observed behaviour: Usually the new file is opened in a new tab of the same gedit window. At random times however, the new file is opened in a new gedit window even if there is already another gedit window open. There doesn't seem to be a logic: it does not depend for example on the number of files already open. It seems to be random.
