1. Many (non-expert, just) users are heavily affected by this bug. In fact, 
everyone that wants to install KDE and another major desktop environment in 
parallel will fail. Some will quite likely give up using (K)Ubuntu. (If even 
such simple things do not work easily...)
2. It was opened in May 2015.
3. This bug only exists because of wrong file/path names. You do not need to be 
a genius hacker to fix it.
4. It was resolved upstream in February 2016.
5. It was promised to be resolved for Ubuntu 16.04.
6. Now, almost two months after Ubuntu 16.10 was released, it still exists.

The history of this bug tells a lot about the current status of
(K)Ubuntu.

Ubuntu: Nobody cares much about things beyond Unity.
Kubuntu: Nobody (if anyone is still working on it) cares about things beyond 
Plasma.

PS: I know that bashing here does not help much. However, most likely
nothing will help at this stage...
