Could you please run `sudo apt update` and see if the issue persists? I don't 
get a similar error message when attempting to install gstreamer1.0-vaapi, 
though I see gstreamer1.0 has released a few updates in Ubuntu 16.04. I see the 
following information from apt's cache (note the libgstreamer-plugins-bad1.0-0 
version requirement):
$ apt show gstreamer1.0-vaapi
Package: gstreamer1.0-vaapi
Version: 1.8.2-1~ubuntu2

  but 1.8.2 is in the archive, so the consequence is that nobody can
