"Manage Content Plug-ins" doesn't get on with flashblock

Bug description:
Binary package hint: ubufox
When I disable flashblock, the new "Manage Content Plug-ins" system
works great: plugin icon in the status bar and the menu item in Tools
is active.
When I enable flashblock, even after unblocking a piece of content by
clicking on it, the plugin icon does not appear and the menu item in
Tools remains inactive.
