As per https://wiki.ubuntu.com/Releases 8.04 is EOL.

If you have an issue in a supported release (ex. 16.04) please file a
new report, and feel free to subscribe me to it.

Title:
  Can't install snapscan E25 scanner

Status in sane-backends package in Ubuntu:
  Invalid

Bug description:
  I have a thread running in 'installation and upgrades' with the same
  title as above. Using Ubuntu 8.04, and changed the snapscan.conf file
  as per instructions in the thread. When I run scanimage -L, it brings
  up an error message saying invalid argument. Please refer to the
  thread for all the the info.
