This is actually a bug in the upstream part of GNOME Software and not
because of Ubuntu-specific customizations. So I attached the upstream
bug report.

Title:
Please don't feature the GNOME Maps app

Status in GNOME Software:
  Unknown
Status in gnome-software package in Ubuntu:
  New

Bug description:
The GNOME Maps app is the most prominent app in Ubuntu's Software app.
It's the only app with a large wide-screen banner on the home page of
  the Software app.

The Maps app currently doesn't work because the server it was using
stopped providing free map tiles. See bug 1602035 for more info.
