As a non-LTS release, 15.10 has a 9-month month support cycle and, as
such, the support period is now nearing its end and Ubuntu 15.10 will
reach end of life on Thursday, July 28th. At that time, Ubuntu Security
Notices will no longer include information or updated packages for
Ubuntu 15.10.

No wireless networks detected after turning wireless off/on

Bug description:
I can open up "Wifi" settings via 'all settings -> network -> wifi', and I
can enable/disable wifi there, but NetworkManager does not seem to scan
for available wireless networks citing warnings in syslog:
Works fine on boot, but this occasionally happens when I disconnect
from a wireless network and have to turn off wifi.
