That sounds much more like the issue I'm seeing, which I raised against Ubuntu Mate (1558736) as it seems to only affect that DE with the 16.04 Beta builds. Both Alphas were fine and other DEs with the same nightlies were fine. However, that bug was marked as a duplicate of this one, though I'm not yet convinced.
I found that the screen wouldn't blank out when I was charging the battery - it only happens when running on battery power.
