Public bug reported:

Even if "suspend on lid close" is selected, the computer should finish
shutting down if the shut down process is started before the lid is
closed.  However, that's not the case currently in Oneiric under Unity.
When the computer starts shutting down before I close the lid, the
computer suspends instead, then finishes shutting down after I wake it
up from suspend.
