If there is difference between the file on disk on what is expected dpkg pauses and asks the user what to do. do- release-upgrade which is used by muon to upgrade in graphical mode does not present any notification of this or a way to supply this expected input. As a result it will hang indefinitely on encountering such a condition. Possibly forcing the use of recovery mode or a complete reinstall to fix the resulting system state.
