The Chinese input method cannot be enabled in the installed system. Live
session is OK.
* Test case
Do a new install, try to enable chinese input
* Regression potential
Check that ibus and fcitx work as they should

OS: UK15.10-0614-Daily-amd64&i386
The Chinese input method cannot be enabled in the installed system.
Live session is OK.
安装后的系统无法启用中文输入法在系统进行中文输入。Live模式试用时，中文输入法可用。
