Checking "Chinese(Traditional)" in the "Install / Remove Languages" UI
only list zh_HK locale in "Language of menus and windows:"

Bug description:
As the attatched screenshot, after I checked "Chinese(Traditional)" in
the "Install / Remove Languages" UI and apply I only found Han
(HongKong)(zh_HK) in the list of "Language of menus and windows:" but
not Han (Taiwan)(zh_TW) as well, please acknowledge that currently
Taiwan is the biggest country using Traditional Chinese.
However despite of the absense of the zh_TW locale according to
`check-language-support --language=zh_TW` command zh_TW packages are
also installed by language selector.
This bug is reproduced under Ubuntu 14.04.2 install media's live
system with language-selector-* packages all installed to the latest
version.
