Okay, I got a lot further this time. Instead of sudo apt-get build-dep xorg-server
I used sudo apt-get build-dep xorg-server-lts-utopic That installed a bunch of additional packages. When I executed the "sudo fakeroot debian/rules binary" command it ran for a few minutes, spit out thousands of lines of output, and appeared to compile dozens or hundreds of modules.
