I've uploaded 20.1 to oneiric-proposed with this fix. This bug is a regression from 11.04, which did show LUKS encrypted drives.
To test, format a thumb drive and encrypt it. Plug it in, and then look at the drop down list for "backup location" in the Backup preferences.
