Bug description:
Add launcher configuration option to System Settings Appearance
dialogue
Requested changes:
- Rename the title "Theme" at the bottom of the dialogue to "Desktop
appearance"
- Add a option underneath the theme selector that says "Launcher
visibility" followed by drop down selector with two options: "always
visible" and "when cursor touches left edge of screen". The default
option is "when cursor touches left edge of the screen"
