Noticed my updates weren't set to "immediate". Changed it, checked for updates, installed a few and now both Shutdown and USB support are working fine.
11.10 is much slower to startup and shutdown compared to the the lighteningly quick 11.04, but at least my major issue(s) are now fixed.
