On further investigation, it does not occur for a small subset of PDFs I tested (I found one that allows evince to correctly close). At all times, I can send the application SIGINT and it will correctly close. If I click the X to close the application or select Close from the menu, it will stop responding. Even when not responding, SIGINT correctly closes the application immediately.
