Public bug reported:

I recently upgraded to Trusty 14.04.1 x64 from 12.04.5 x64. After
upgrading, Although my system will boot and the desktop is created, the
panels do not appear. I had to execute gnome-panel to get the panels to
appear. I then added gnome-panel to my Startup Applications, and the
panels now appear. This happens with Gnome-Flashback under both
Metacity and Compiz.

Additionally, I cannot edit my menus nor do all the menus appear.
Sundry, System Tools, Utilities, Web Applications, and Wine show in Main
Menu, but do not show in Applications Menu. If I add an item in Main
Menu, it is added to Other no matter what menu I am trying to add it to.
If I add a menu, it will not appear in Applications. I am attaching my
main.log and history.log.
