Note that the new "rotation plugin" landed in Totem version 3.1.4 or so, which seems to have made it to Ubuntu around 13.04 Raring. It has to be manually enabled, and then rotation applied manually.
But rotation is not yet automatic, and I think that when a video has metadata indicating the need for rotation (e.g. the EXIF "Rotation" tag), the rotation should be automatic, as it is with some other viewers.
