  Hot swapping USB devices is not reflected properly in Sound Settings

Bug description:
  It seems that the selected behavior for oneiric is to auto-switch on
  insertion of a USB audio device. Hot swamping USB audio devices causes
  individual device-specific sound levels are not restored. After
  swapping a a few times, it doesn't switch automatically, even though
  the usb device is shown as selected.

  Expecting:
  -Default behavior to switch to newest device must happen after multiple 
insertions
  -Switch must be reflected live in Sound Settings
  -Per-device volume levels should be saved
  -Switching between devices should restore that device's last used level
